ATLANTA -- Georgia State receiver Penny Hart earned another preseason accolade as he was tabbed to the 2018 Biletnikoff Award Preseason Watch List. The Watch List was announced Thursday by the Tallahassee Quarterback Club (TQC) Foundation, Inc., the Florida-based creator and sponsor of the Biletnikoff Award, which annually recognizes the outstanding FBS receiver in college football.

Last month, Hart was named a preseason third-team All-American by Athlon Sports, which rated him the No. 6 receiver in FBS. 

But the redshirt junior from Roswell, Ga., actually enters the 2018 season ranked No. 1 among active FBS receivers with 2,281 career receiving yards (2,281) and 17 touchdown receptions and fifth with 153 receptions. He is also first in career receptions per game (5.67) and yards per game (84.5) and fifth in consecutive games with a reception (27 - every game he has played).

Hart, a two-time, first-team all-conference selection, has been the leading receiver in the Sun Belt Conference in each of his two full seasons.

Last fall, he led the Sun Belt with a school-record 74 receptions for 1,121 yards and eight touchdowns while ranking 11th in the FBS with 93.4 receiving yards per game and 17th with 6.2 receptions per game.

Hart also led the Sun Belt as a freshman in 2015 with 71 catches for 1,099 yards and eight touchdowns before missing most of the 2016 season due to injury. He was the 2015 Sun Belt Conference Freshman of the Year and a Freshman All-American by the FWAA.

Hart and the Panthers open preseason practice Aug. 1 in preparation for their Aug. 30 season opener vs. Kennesaw State at Georgia State Stadium (7 p.m. on ESPN+).
